A message dated June 15, 2004, was received June 18 stating the                                     
Governor has signed the following bill and is transmitting the                                      
engrossed and enrolled copies to the Lieutenant Governor's office for                               
permanent filing:                                                                                   
                                                                                                    
    SENATE CS FOR CS FOR HOUSE BILL NO. 233(FIN)                                                    
    "An Act increasing the base student allocation used in the formula                              
    for state funding of public education; and providing for an
